@mixmaster....:
Because it needs to protect the village from the noise of the power station... If you go to the architects web site you can see the building from the outside... All the meeting spaces and the common lounge actually face the village.

@Scarpasez :...this is less of a problem of architecture, but photography and logistics. Pictures are taken at the end of the construction phase after the cleanup, but before the client moves in. Often clients do not want to be disturbed once they are actually working in the building. If you look at the pictures closely, you can see it was not even finished then, there were quite a few imperfections still,... wall panels not mounted yet, ceiling not painted etc,...

Nice, sensous form and space. Overall, a very dynamic and laudable piece of work ! Though detractors might argue the ghost of zahardism looms large over the design.

I find it strange: why is it that in drawings and renderings, images of people abound, laughing, running, talking, being dynamic superhumans...but when it comes to the photo shoot of the architecture, not a bit of actual flesh and blood is to be seen?

There is much to like this project...but it comes off cold, and the photos make it seem that people would only serve to make it dirty. Reality is much more cluttered. If the architecture is going to be thrown off by a chair being put out of place, or an impromptu desk setup, I think it requires further thought.
