The information below is from the architects:

BIG WINS THE COMPETITION TO DESIGN A MAJOR CULTURAL CENTER IN ALBANIA

BIG, Martha Schwartz Landscape, Buro Happold , Speirs & Major, Lutzenberger & Lutzenberger, and Global Cultural Asset Management are today announced as the winning team of the international design competition for a new 27.000 m2 cultural complex in Albania, consisting of a Mosque, an Islamic Centre, and a Museum of Religious Harmony.

The capital Tirana is undergoing an urban transformation which includes the restoration and refurbishment of existing buildings, the construction of a series of new public and private urban structures, and the complete reconceptualization of Scanderbeg Square.

This important square is the site of the new cultural complex that will consist of a Mosque, an Islamic Centre, and a Museum of Religious Harmony.

Albania is the crossroads of three major religions: Orthodox Christianity; Catholicism; and Islam. With the recent completion of two new churches, all three religions will now have new places of worship in the heart of Tirana. The complex will not only serve the Muslim community of the city and surrounding areas, but will educate the public about Islamic values and serve as a beacon for religious tolerance.

BIG’s winning entry was selected out of five finalists, including Spanish Architect Andreas Perea Ortega, Architecture Studio from France, Dutch SeARCH and London-based Zaha Hadid.

”The winning proposal was chosen for its ability to create an inviting public space flexible enough to accommodate daily users and large religious events, while harmonically connecting with the Scanderbeg square, the city of Tirana and its citizens across different religions. Additionally the project shines through its beautiful garden surrounding the new Mosque and Center of Islamic Culture which symbolically features the rich vegetation described in Islamic literature. Finally the team’s awareness of the economic aspects of this important development will contribute to a successful realization of this project.” Mayor of Tirana, Edi Rama.

The buildings’ forms emerge from two intersecting axes and formal requirements: the city grid of Tirana which calls for the proper framing of the square and a coherent urban identity, and orientation of the Mosque’s main wall towards Mecca. BIG’s proposal incorporates Tirana’s grid by maintaining the street wall and eaves line, yet rotates the ground floor so both the Mosque and the plaza face the holy city of Islam.

This transformation also opens up a series of plazas—two minor ones on the sides of the Mosque and a major plaza with a minaret in front—which are semi-covered and serve as an urban extension of the place of worship. By turning the mosque inside out and bringing the program and qualities of the Mosque to a public arena, the religion becomes inclusive and inviting, and the cool shaded urban space can be shared by all.

“This project is very significant for us for two reasons: Firstly it is a privilege to contribute to the ambitious rejuvenation of Tirana City – especially since it is happening not by the random accumulation of singular monuments – but rather in accordance with a careful and considerate holistic master plan. Secondly and perhaps most importantly –religious tolerance is one of our greatest challenges today– politically, culturally and even urbanistically. With the construction of the New Mosque of Tirana, The Islamic Center and The Museum of Religious Harmony – Tirana will reestablish the equilibrium by adding a mosque to the newly completed Orthodox and Catholic Cathedrals – making Tirana an example for the rest of the world as a global capital of religious harmony”, Bjarke Ingels, Founding Partner of BIG.

The mosque can accommodate up to 1,000 people performing their daily prayers. Through the unique layout of courtyards and public space, the mosque can also expand to accommodate larger groups of 5,000 on Fridays and up to 10,000 on special holy days. The facade with the multitude of rational, rectangular windows finds its inspiration in Islamic mashrabiya screens, which provide shading and privacy while still allowing views out. The light qualities of the mosque will change dramatically throughout the day as the light washes across the curved facades.

“The alignment towards Mecca solves the dilemma inherent in the master plan – in its triangular layout the mosque was somehow tugged in the corner – now it sits at the end of the plaza – framed by its two neighbors. The resultant architecture evokes the curved domes and arches of traditional Islamic architecture – for both the mosque itself and the semi-domed spaces around it”, Thomas Christoffersen, Partner-in-Charge, BIG.

The design also includes The Quran Gardens containing all of the plants mentioned in the Quran in the same amount as the number of times they appear in the holy scripture.

The following details are from Coop Himmelb(l)au:

COOP HIMMELB(L)AU’s winning scheme for ‘The New Parliamentary Complex of the Republic of Albania’ officially confirmed

Wolf D. Prix/ COOP HIMMELB(L)AU presents the new ‘Open Parliament of Albania’ in Tirana which incorporates fundamental democratic values such as openness, transparency and public co-determination. The building, located on a site area with approximately 28,000 m2, is going to be the first project in Albania for the Viennese headquartered studio.

"Our design for the new Parliament in Tirana, Albania, stands for the transparency of democracy”, according to Wolf D. Prix, Design Principal and CEO of COOP HIMMELB(L)AU.

Architectural Concept

As the future political center of the Albanian Republic, the Open Parliament of Albania creates an outstanding architectural landmark in one of the main parts of Tirana’s urban fabric. Situated along the compositional axis of the city, it is located in vicinity to the major governmental institutions.

The design for the Open Parliament of Albania relies on three main ideas:

To provide a strong urban statement in this exposed part of Tirana’s urban fabric;

To assemble the different functions in one building ensemble that is compact enough to create a public forum and a park on the southern part of the site;

To create a unique building for the most important public institution of the Albanian Republic with a contemporary architectural approach shaped to optimize active and passive energy use.

The design incorporates fundamental democratic values such as openness, transparency and public co-determination. The simultaneity of competing political concepts within a democratic society is translated into the design concept: Different building elements are not opposed, but coexist in one building ensemble with a contemporary aesthetic that allows visualizing new functions and meanings.

The core of the building complex is the parliamentary hall that is situated in a glazed cone and stands for the transparency of the legislation. A public stair leads from the public forum to the landscaped roof of the plinth building that unites all the different building elements of our design: Office block, entrance structure and parliamentary hall. From the plinth the public is able to look into the parliamentary hall even from the outside.

The main entrance is designed as a massive cone, which creates an impressive space and acts as the counterpart to the glazed parliamentary hall.

Energy Concept

The new parliamentary building for the Republic of Albania is designed to capture the natural resources and energy flows of its surroundings and employ them to provide optimal environmental conditions for its occupants. The special configuration of the building form and the optimization of the building envelope together with the use of renewable energy sources ensure an energy efficient design and reduce reliance on fossil fuel energy sources. The office building is covered with a second skin made of perforated steel that is specially configured to improve building performance related to optimum daylight use, views, solar control, glare protection, thermal insulation, natural ventilation and noise protection.

Here's some info from MVRDV:

--

Tirana Rocks: MVRDV wins lakeside competition with dense urban and ecologic masterplan

(Rotterdam, September 3rd, 2008) The city of Tirana and an international jury announced MVRDV winner of the competition for the urban masterplan creating a new dense urban neighborhood with a park and public facilities at the shore of Tirana Lake, in the south of the Albanian capital.

Tirana Lake is one of the highly valuable green areas of the city. The project foresees the regeneration of a 20ha site on the north shore of the lake by creating a dense urban neighborhood liberating space for a park, recreational facilities, new public spaces and ecologic interventions.

The cantilevered and leaning buildings allow for a great variety of apartment types, shopping and offices and ‘echo’ the Tirana typology. The stacked and twisted volumes create spectacular public spaces and provide dramatic vistas. Clad in local stones the buildings turn into a series of ‘rocks’, the ‘Tirana Rocks’.

Dense clustering of the program on the lake side allows the site to become part of the chain of parks surrounding the lake. Planting a park of Jacaranda trees will add a new characteristic element to the area and provide natural shade; the tree’s long lasting blue flowers will appear as a ‘blue cloud’. A promenade along the water creates an active social zone that contributes to the idea of a ‘Copa Tirana’.

Edi Rama, the mayor of Tirana who received the 2004 World Mayor Award presented the winning scheme on national television.

The masterplan consists of 225.000m2 housing, 60.000m2 offices, 20.000m2 public buildings, 60.000m2 retail, a hotel of 15.000m2 and 20.000m2 sport and recreational facilities and a car park. Start construction is envisioned for 2010, the total estimated investment is 600 million Euro. The client is a group of Albanian private developers; the project is managed by Ambito Project Management, Madrid, Spain.

MVRDV won the competition from among others Bolles + Wilson, David Chipperfield Architects and Carlos Ferrater.
