Nordic Office of Architecture has designed the New Government Quarter in Oslo, Norway.

In central Oslo, the New Government Quarter reimagines the site of the 22 July 2011 terrorist attack as an open and integrated civic district.

Government ministries, public life and memory are brought together in a connected network of buildings, streets and squares that restores the area to the city.

Completed in 2026, Phase 1 establishes a new public ground where governance is not set apart, but shared.

As a result, the New Government Quarter supports everyday movement, encounter and participation – while embodying the Scandinavian values of democracy, openness, and humanity.
